Help us evaluate our housing services bids on our new FM framework

We have developed a new framework, which will form part of the Facilities Management (FM) Marketplace programme. Following extensive customer engagement, the framework will include a specific lot dedicated to FM Housing Services.

Evaluation

CCS will shortly be issuing the contract notice and are making preparations for the evaluation stage. To enable us to ensure our suppliers meet the needs of our customers, we would like to invite you to get involved in the evaluation process and would greatly appreciate your help and support.

Those who are able to support us in the evaluation will gain a wider understanding of commercial processes and the market response to government.  You can choose whether you would prefer to evaluate the selection or award stage. You can of course do both stages should you wish. We will just ask that volunteers are moderately experienced in the relevant field of property management (minimum 2 years), and are available to participate in the the training element  and the further process for for their preferred choice as described below

Evaluator Training – 2 hours at the end of August – date to be confirmed

Selection process

Evaluation –  This is currently planned between September and October 2018, the exact amount of time and specific dates needed will depend on the number of bidders and final bid period. Based on previous FM procurements this could be in the region of 1 week. Selection evaluation can be conducted online from any location and will involve reading and scoring alongside making appropriate records.

Consensus – A series of all day meetings may be required between late September and October 2018, with typically 2-5 days of conference calls or face to face meetings needed (depending on variability of responses, collaborative behaviours of evaluators, and number of responses received).

The consensus process will bring together all assigned scorers to a question (typically 3) to debate their mark and finalise consensus score.
