The Future Operating Model for office supplies is now live

The Department of Health Procurement Transformation Team (PTP) are distributing a series of communications to NHS trusts in England to update you on the Future Operating Model. The first of these is a handbook providing you with more information about the Procurement Transformation Programme and the Future Operating Model (FOM), as well as an update on office supplies, which from 1 October we are providing category management services for.

CCS currently manages in excess of £40 million of NHS spend through its office supplies frameworks, working with more than 70 trusts. By adding wider central government buying power to the NHS buying power we can help you deliver greater market leverage.

What can you expect from October?

From a trust perspective, none of the processes for interacting with NHS Supply Chain (NHSSC) have changed since we became the office solutions category tower service provider.

The way in which you order from the online catalogue, the information you see on the NHSSC website, invoicing, payment, query resolution, speaking with customer service advisors or your account manager, and managing deliveries and returns – none of this will change.

To make the best use of the operating model and the opportunities it provides, and to increase uptake it is recommended that trusts follow these guidelines:

  • If renewing existing deals or entering into new ones, ensure there is sufficient flexibility in terms of exclusivity and/or break clauses so that you are able to adopt the FOM as the introduction of a national procurement initiative.
  • Engage with your NHSSC account manager to understand what office solutions deals you can take advantage of, and how they can contribute to your cost improvement plan.
  • Ensure that you understand the national category strategy for office solutions and plan your procurement to align.
  • Trust-level savings opportunities will be identified by NHSSC account managers as part of the usual contract launch process using the current methodologies (e.g. compare & save).

One immediate benefit for the NHS is that the current CCS frameworks for office supplies are included in the portfolio managed under the FOM. This means that service to existing CCS customers in the NHS is not disrupted, and that for NHS organisations not currently using CCS or NHSSC a choice is available, including the direct desktop delivery, which is especially useful for smaller NHS organisations.

CCS will be working to ensure that the office supplies category is further developed and enhanced to give the best possible service and maximum savings to the NHS.
