South Downs National Park Authority saves on new planning solution

South Downs National Parks Authority utilised Crown Commercial Service’s (CCS) Local Authority Software Applications agreement to develop its new planning solution.

The requirement

South Downs National Park (SDNPA) was appointed as local planning authority for 1600 square kilometres of the South of England; a geographic area covering and encompassing in part, 15 local authorities. SDNPA invited tenders for a hosted integrated software system to enable full management of the organisation’s services for planning development management.

The chosen supplier was required to implement new and/or replace systems currently used which facilitate the provision of service and/or collection of data relating to:

  • Planning and related applications – to include as a minimum – appeals and enforcement, development condition monitoring, development planning, tree preservation management, and listed buildings
  • Statutory public registers – including online commenting for public and consultees
  • Land charges and Community Infrastructure Levy
  • Gazetteer management system
  • Document management system and associated file upload services

The solution

Following a competitive tender process using the lot 3 (environmental planning, building control, trading standards and licensing systems) of the Local Authority Software Applications (LASA) agreement, Idox Software Ltd was awarded the contract to deliver a streamlined and complete solution. The solution, to which tenders were invited was both detailed and complex and it was critical to SDNPA that a clear, fair, robust and rigorous procurement was carried out. Using the LASA framework allowed SDNPA to call upon the support of CCS at various stages during the procurement process for their advice and guidance. Specifically, the procurement approach was reviewed together with a CCS Category Specialist and the documentation was analysed to ensure that the procurement went as smoothly as possible from start to finish.

The results

SDNPA will achieve significant cost savings over the term of the awarded contract, and as a consequence of the procurement process has absolute clarity and confidence in the solution being delivered. SDNPA needed to ensure that the chosen supplier was capable of delivering and hosting a fully integrated software system that enabled full management of the organisation’s planning development management services. Idox Software Ltd demonstrated that they could deliver everything required and more, to allow both the public and SDNPA’s own internal users to benefit from an improved and more efficient service.

The Local Authorities Software Framework (RM1059 – Lot 3)  has now expired and will be replaced in early 2019 with the Data and Application Solutions Framework which offers similar software.
